creator, and team-builder. About the Role:The Prevailing Wage and
Labor Relations Manager will be responsible for ensuring compliance
with prevailing wage laws, including the Davis-Bacon Act, Inflation
Reduction Act (IRA), New York State (NYS) requirements, and New
York State Energy Research and Development Authority (NYSERDA)
guidelines, while managing labor relations issues within our
organization. This role will involve interpreting and applying wage
determinations, handling disputes, and working closely with various
stakeholders to maintain fair and equitable labor practices.
Additionally, this position will include HR Generalist
responsibilities, supporting various HR functions and initiatives,
along with certified payroll.Key Responsibilities:Compliance
Management- Ensure adherence to federal, state, and local
prevailing wage laws, including the Davis-Bacon Act, Inflation
Reduction Act, NYS requirements, and NYSERDA guidelines.- Maintain
up-to-date knowledge of changes in wage regulations and compliance
requirements, with a focus on renewable energy projects.- Prepare
and submit required documentation and reports to regulatory
agencies, customers and other required parties, including
compliance with Davis-Bacon Act, Inflation Reduction Act, NYS, and
NYSERDA.Inflation Reduction Act (IRA), Davis-Bacon Act, NYSERDA and
NYS (or other State) Prevailing Wage Compliance- Interpret and
apply Davis-Bacon wage determinations, Inflation Reduction Act
incentives, NYS wage requirements, and NYSERDA guidelines to ensure
compliance on all relevant projects.- Coordinate with project
managers and contractors to verify that appropriate wage rates,
incentives, and guidelines are applied and reported.- Address and
resolve any issues or discrepancies related to Davis-Bacon Act,
Inflation Reduction Act, NYS, and NYSERDA compliance.Certified
Payroll Review and Management- Review and manage certified payroll
reports to ensure compliance with prevailing wage laws.- Verify
accuracy of payroll records and address any discrepancies.-
Maintain documentation for audits and compliance verification.LCP
Tracker- Manage labor relations issues, including grievances,
disputes, and negotiations.- Serve as a point of contact for
employees and management on labor-related matters.- Develop and
implement strategies for effective labor relations and conflict
resolution.- Maintain and manage union relations, including
communication and negotiations with union representatives.Labor
Relations and Union Relations- Manage labor relations issues,
including complaints/grievances, disputes, negotiations and
investigations.- Serve as a point of contact for employees and
management on labor-related matters.- Develop and implement
strategies for effective labor relations and conflict resolution.-
Maintain and manage union relations (including partnership with
trade unions).Apprentice Program Management- Oversee and manage
apprentice programs, ensuring compliance with relevant regulations
and standards.- Coordinate with training providers and apprentices
to ensure program effectiveness and compliance.- Track and report
on apprentice progress and program outcomes.People Operations
SupportProvide additional People Operations support as needed in
the areas of:-Leave management-Compensation and benefits-Employee
engagement, recognition, training and development programs-Employee
records management-Policy and procedure development, maintenance
and communicationRequirements:Desired Qualifications:-Bachelor's
degree in Human Resources, Labor Relations, or a related field. MS
or MBS helpful.-5 years of related experience-Certification in
Labor Relations and/or Human Resources-Experience in Renewable
Energy or the EPC Sector helpful - Proven experience in prevailing
wage compliance, including Davis-Bacon Act, Inflation Reduction
Act, NYS, and NYSERDA requirements, and labor relations.- Strong
knowledge of federal, state, and local wage laws and regulations,
with specific experience in Davis-Bacon Act, Inflation Reduction
Act, NYS requirements, and NYSERDA guidelines.- Experience in
certified payroll review and management.- Familiarity with solar
and renewable energy projects and related compliance issues very
helpful.- Experience using LCP Tracker for managing prevailing wage
compliance helpful.- Previous experience with generalized People
Operations roles, including recruitment, onboarding, benefits
administration, and employee relations.- Excellent communication,
negotiation, and problem-solving skills.- Ability to work
independently and as part of a team.- Strong organizational skills
and attention to detail.-Ability to work onsite in Malta, NY
Monday-Friday-Unrestricted work authorization for the US and high
written and verbal English proficiencyDesired

compensation range for this position is $70,000-$100,000 plus a
discretionary bonus based on individual and business performance.
Your actual salary may be above, in, or below this range, depending
