Minimum Qualifications Nine years of professional or technical
critical infrastructure analysis experience, three years of which
must be in one or more infrastructure sectors. Experience must
include research and analysis of highly technical programs;
analysis and development of operational protocols for a large
organization, including risk management and vulnerability
assessment; analysis of public policy issues; or strategic planning
and process improvement. Critical Infrastructure Sectors:

Monuments and Icons; Defense Industrial Base; Information
Technology; Telecommunications; Chemical; Transportation Systems;

Governmental Facilities; Commercial Facilities; Nuclear Reactors,
Materials and Wastes.Substitution *:---A bachelor's degree in a
relevant area may substitute for four years of general
experience.---A master's degree in a relevant area may substitute
for one additional year of general experience. * Qualifying
education may include the following or closely related fields:
Psychology, Criminology/Criminal Justice, Law, Sociology, GIS,
Geography, Information Technology (Various), Engineering (Various),
Forensics, Biological Sciences, Earth and Atmospheric Science,
Military Studies, Mathematics, Telecommunications, Chemistry,
Language (Various), Transportation and Logistics, Industrial
Technology, Global Studies, or Intelligence Studies.Preferred
experience includes professional experience in counterintelligence
or intelligence operations; research and analysis of highly
technical programs; analysis and development of operational
protocols for a large organization, including risk management;
analysis of public policy issues; or strategic planning and process
improvement.
Duties Description The incumbent will report to the Office of
Counter Terrorism's Critical Infrastructure Unit. Duties include
but are not limited to:--- Serve as the Division's
Counterintelligence Program Manager and primary point of contact
for public and private critical infrastructure entities throughout
New York on espionage risks and counterintelligence best practices.
Establish program goals, objectives; determines guidelines, and
priorities; plans, directs, coordinates, tracks, controls and
evaluates the overall operations of the Counterintelligence
Program.--- Serve as the Division's subject matter expert on
counterintelligence training and operations. Brief executive
leadership on matters of concern and lead the Division's public
outreach efforts. --- Manage the development, delivery and
evaluation of OCT Counterintelligence training, products, and
services. Manage recommendations, facilitate enhancements to
training curriculum and comprehensive knowledge of the principles
and techniques of education and training.--- Manage the assigned
program area(s): Advise and provide counsel to employees regarding
policies, procedures, and directives. Explain performance
expectations, provide regular feedback on strengths and weaknesses.
--- Direct, plan, organize and conduct complicated research and
studies. Manage site/field visits to gather information relevant to
program operations and initiatives; organize, analyze and interpret
incoming reports, intelligence and investigative action.--- Oversee
outreach activities conducted by the program, including
presentations/conferences, information-sharing activities, training
and exercises, briefings, reports and meetings.--- Plan, develop
and manage complex special projects to include problem
identification, research, risk/gap options analysis, statistical
analysis, presentation of recommendations and implementation time
frame.--- Work with a multi-disciplinary team and develop and
maintain positive relationships with agency partners, including
public and private sector entities.--- Conduct comprehensive
research on counterintelligence, counterterrorism and public
security trends at the state, federal and international levels,
interacting extensively with agency representatives, subject matter
experts, advisory services and legal resources, as relevant. Drafts
preliminary reports and recommendations based on gathered
information.--- Draft correspondence, white papers, bulletins,
advisories, progress reports and study results on targeted
topics.--- Work with sensitive information, requiring the ability
to obtain a National Security Clearance.--- Maintain industry
subject matter expertise in assigned areas.--- Prepare professional
work products and briefings.--- Participate in team engagements
with public and private infrastructure, relevant associations and
consortia.--- Regular travel, unscheduled overtime and some
evening, weekend and/or holiday work can be anticipated.---
Participate in professional development opportunities and maintain
certifications to validate proficiency.--- Assist in disaster
response and recovery activities as required and assigned.---
Perform additional duties as required, including those of an
emergency nature.--- Travel will be required.--- Possession and
maintenance of a valid Driver's License issued by the NYS
Department of Motor Vehicle is required.
Additional Comments NOTE: Support of operations during times of
emergency and disaster from State Emergency Operations Center
(EOC), state field offices and/or local deployments may be
required, which would result in a change and/or increase in working
hours, locations and/or duties.NOTE ON TELECOMMUTING: DHSES
